Added a new include for standardizing the filtering of radiation traces RAD_FirstStage_include.ini

Examples of its implementation can be found in BB1 & BB2 first stage files starting at Line 80

Note the RAD_FirstStage_include.ini is Just A Draft exact thresholds and filtering procedures should be discussed and agreed on before full implementation.
