Young SWIN calibration update #62

[this same comment is at the top of the INI file] Through exploration we found that the SWIN sensor is reading high relative to Hogg, despite calibration during the summer of 2023. So, to match Hogg, and get a relation for PPFD/SWIN closer to 2 (was 1.7), I adjusted the calibration for SWIN from 12.75 to 11.41 (multiplied 12.75 * 0.895, the calculated discrepancy from Hogg).

Updated to have the correct change for years prior to 2023 as well
