Cleanup of LWIN for Young and Hogg plus INI file cleanup for Manitoba sites #72

Young & Hogg now use each other as a backup when the other is missing data. Hogg now uses a flag to remove some bad LWIN during the summer of 2022 and the summer of 2023. Plus some small cleanup of INI files to remove extraneous calc_avg_trace calls.
