Introduce menu #12

Add a menu that displays some settings, something like a minimal (and unstyled) version of this: https://github.com/CANVE/designs/blob/master/overlay/inkscape/actions-overlay.svg

Clicking on any menu selection should communicate to the graph component that settings have changed.

This is related to #14 undo/redo in that the menu actions must be undoable, so will start on this as part of undo (not necessarily a full implementation, but at least one action such as "calls").
