run_id as a foreign key from machine specific tables to results #11

The run_id field provides a key to connect the results table to raw data held in machine-specific tables. There is not a foreign key from the machine-specific tables to results. I cannot recall the design decision but should revisit. stormwater_schema

...issue raised here as there is not a stormwater database repository
