Evaluation Server Crash: UnboundLocalError at /evaluation1/ #2

When submitting a file to the DOTA 1.0 Task1 evaluation server, a crash response is returned after the upload has finished: https://pastebin.com/4X8HqtD8

No evaluation email is sent and therefore the evaluation server is not functional at the moment.
