Address addition of MoA in CH EMED #46

This will be done after the 4.0.0 release but should be followed.

The feedback from S. Spahni and L-Z. Kaestli is not to support it in CH EMED EPR for now unless any connected system expresses a need for this.

Representatives of currently involved systems have been notified of this in the weekly coordination meeting (2023-11-29 10:00 CET) with no objections to non-support.
