Particularly what to do on PADV CHANGE cases:

make it clear that the PADV note of a change is THE REASON of the change
further comments on the treatment/prescription itself should go on the statement/request changed resource
note that ONLY NEW comments should be added on the changed resource, the old ones are part of the consolidated view already and would hence be repeated
