Change how reports are sorted on main page and the report-list page #106

@gibsonjc noticed that reports on the report-list page (and the main page left sidebar) are being sorted by system filename and not report Title. Look into how difficult this would be to change and implement it if possible.

This can be worked around by changing the system filename. If I add a step to my web-reports-devel testing checklist to make sure that the filename is what it would need to be to sort alphabetically by title on devel (before it goes to production), then that should work fine.

It become more difficult if the report gets sent to production and then the filename needs to be changed...that requires more adjustment work by Pat, but it can be done.
