Remove HCD and KEN from prod and devel #89

HCD and KEN are no longer I-Share libraries, please remove them from the dropdown list and/or system.

I removed the two schools from the DATABASES stanza in web-reports/reporting/settings.py on both devel and prod separately since settings.py is not tracked by version control.
