Description

the carta backend PR#1279 and carta frontend PR#2191. The corresponding protobuf is PR#86 The BackendService has been change. Adding supportAipsBeam into OpenFile.

@ajm-asiaa I have updated the protobuf, so now you can test all tests. They should be Ok. Please review asap, then I can merge. Otherwise tomorrow daily Jankins may be failed.
