user feedback from v3 beta test

The feature request is to be able to select multiple regions and apply the following actions to them

Maybe when multiple regions are selected, we have a new region dialog to include all the above actions except "move" which is still via mouse drag.

A possible way to do this is to have the region dialog be aware of multi-selection and display a different UI for the purposes mentioned above.
