Migrate all CARTA schema documents to a new repo #113

We currently have a number of schema documents housed in the CARTAvis.github.io repo:

Controller config
Layout and pref schema
Snippets
Backend preferences

These should all be moved to a separate repo, and added to the frontend/controller/backend as a submodule.
