Catalogs are not saved along with workspaces #186

Describe the bug When loading up an image and a catalog on the ilifu CARTA beta server (v4.0.0-beta1, 4 May 2023) saving and restoring a workspace keeps track of all the images, but loses the catalogs that were also loaded in the original session.

To Reproduce Steps to reproduce the behavior:

  1. Open a FITS image/cube
  2. Load a FITS catalog, and plot the overlay
  3. Save the workspace
  4. Load the workspace in a new session, and the images are saved but the catalogs are not.

Expected behavior Both the images and catalogs are loaded together

as indicated in the v4-stable release note (https://docs.google.com/document/d/1EoFIOuyO7-aNFhSVeggmOO135hgi-_KQn6Vn5LVsziw/edit#heading=h.r9k0m1abpf3w), catalog is not stored in a workspace. This will be included in a future release.
