Implements a base class for relaxed Picard, Modified Picard, and AndersonAcceleration as described in:

Do not merge until MPACT change is ready to merge.

Ok, I'm good with things as they are (@jpjones6 needs to check his comments, of course). We'll just wait on the corresponding MPACT MR before merging this in. Probably best to wait til after the RC tag if we're going to shoot for today/tomorrow on that
