Create basic sqlite structure for types table #297

[x] Download types tables from inspection lists.
[x] Use cache everywhere for these tables.
[x] Do not download when cache has not expired.
[x] Display error when table couldn't be downloaded and cache is empty.
[x] Display some progress bar while downloading.

Tables:

UnitOfMeasure.
All types from ConstructionTypes.
AlarmPanelType.
FireHydrantType.
PersonRequiringAssistanceType.
RiskLevel.
RouteDirection.
SprinklerType.
