Site plan picture is not updated from the mobile on complete inspection #328

Picture of the site plan is not updated from mobile complete inspection action. Problem must be at the upload of the inspection from the mobile to api. The mobile seems to have the good picture. Ex.: Create an inspection

add site plan in the mobile and complete
refuse the inspection in web
download again the inspection on the mobile and change site plan picture then complete again
go to approval page for target inspection the site plan is the old one
