Describe the bug Missing localization in the inspection's main page.

To Reproduce Steps to reproduce the behavior:

  1. Get in an unstarted inspection.
  2. Make sure you don't have access to internet.
  3. Try to start the inspection.
  4. See missing localization.

Expected behavior It should display the correct localization.
