This commit removes the "County policies" link on the homepage and adds an ugly note to someone who already has that link and is clicking through to it warning them that the policies are no longer being updated

Open the deploy preview and manually perform the following tests with the browser's developer console open. Fix or log any unexpected errors you see in the console.
