If you disable location meetings never load #66

Describe the bug Porting this over from https://github.com/code4recovery/tsml-ui/issues/410

To Reproduce Steps to reproduce the behavior: on Android. Go to settings -> Location -> turn off use location Open app

From original issue If my GPS is of (has alway) then the app didn't see it and cannot find a meeting near me the it roll and roll...

Expected behavior That logic but it should warn me that my GPS (Localization) is off

and/or

Give me just the full list

and/or

give me the list with a choice of country/city/Area
