Add FHAB Bloom Reports Data? #30

Talk to FHAB team about adding data from their Bloom Report Map - might be better to just pull water quality data from SWAMP Data Dashboard when it's available and note that the Bloom Reports Map is the better resource for understanding active blooms and guidance in the Manual's Layer Guide
