Add EHIB Ag Use Mapping site - concentrations of pesticide use Pesticide Use Reports

EHIB website isn't a GIS map, so we can't add it to our map. Instead we decided to go with OEHHA's agricultural pesticides map based on CalEnviroScreen which had pesticide usage from 2019.
