Change the meaning of the color boxes #12

Update the disclaimer on the front page and change the meaning of the colorboxes:

Difference to previous versions won't be visible to the teams, right? Is this only for us while working on the rules? If yes, we would need to remove that in the final version?

Let's say we release the regulations for the upcoming competition, everything highlighted in yellow will be (major) differences to the last years regulations. In case we need to make any additional changes afterwards, between the first release and the competition, we can highlight them in green, making them easier to spot, while keeping the yellow ones.

So everything in yellow before the first release, green afterwards.

Red markings indicate unfinished or missing segments and should be fixed and removed before each release.
