extension for place names

When creating Person Observations, you want to be able to normalize or disambiguate place names. PiCo specification and examples may need some extensions for this. Some example use cases:

• Disambiguate Aalst, Gelderland from Aalst, Noord Brabant
• Disambiguate the village Vught from the municipality Vught
• Disambiguate Deventer, Netherlands from Deventer, Missouri
• Add descriptive information about the location, like: Vught, Kamp Vught
• Link a place to an external data source, like: https://www.wikidata.org/wiki/Q12013510

The last option obviously makes all the other disambiguations redundant. But during the data entry process, this will often not be possible.

Suggestion:

• Add a property for the administrative unit of the place (for the province, municipality, etc)
• Add a property for the country of the place
• Add a property for the specification of the place
• Add a property to link the place to an external data source
