Add content - where facility data is from and when it was updated

Issue

• a theme has emerged in the research during interviews, intercept testing and on the feedback form
• this is mainly from practitioners
• I don't think this is high priority but it could be a easy design fix. I'm not sure what the lift would be to implement.

Suggestions

• perhaps on each facility page there could be a "last updated xx/xx/xx"
• perhaps in the footer there could be a small blurb about where the data is from.

With the current vendor endpoints we cannot provide the last updated xx/xx/xx timestamp unfortunately.

this is from SAMHSA's site. Does this mean we can only know annually that it was updated? Like - "Updated 2019"

All information in the Locator is updated annually from facility responses to SAMHSAs National Survey of Substance Abuse Treatment Services (N-SSATS) and National Mental Health Services Survey (N-MHSS). New facilities that have completed an abbreviated survey and met all the qualifications are added monthly. Updates to facility names, addresses, telephone numbers, and services are made weekly for facilities informing SAMHSA of changes.

At a high level, yes. They do make updates every 24 hours but we haven't been able to get a sense of how many updates that actually accounts for (is it 1 update a week even though they're refreshing every 24 hours?). If we wanted to do something like "Updated 2019," it would have to be manually updated. I think if we need to address this, I'm wondering if there's another way to do it. An "about this locator" page, that is likely scope creep but also something we've thrown around a couple times.
