Remove Confetting from Linux and macOS #1257

Is your feature request related to a problem? Please describe. Confetti relies on Python-2, which is deprecated.

Describe the solution you'd like From @MarkBergman-cbica:

For Mac/Linux, I'd suggest leaving the menu item for Confetti, but having it produce a pop-up stating that Confetti is available for Windows only, with a link to NITRC. This will be low-effort, it will preserve/enhance the visiblity of Confetti, and it eliminates the requirement of rewriting a lot of documentation.

Describe alternatives you've considered Not ship Confetti.

Additional context Discussion has happened with the project's PI (R.Verma).

I am guessing Mark was referring to the link for downloads, which is: https://github.com/CBICA/CaPTk#downloads
