Adding IPP to docs #1292

Added a section in FeatureExtraction readme about IPP usage in preparation for its availability on the IPP

Also added a note to the "Getting Started" page about the availability of CaPTk tools on the IPP and to some of the How-to guides to express that the tools are available there (though, technically they aren't yet public). If this is a problem we can wait to merge this.
