Feature: Open external menu link urls in a new window when clicked #12

This currently only applies to "About CCDH" --> "CRDC Ecosystem" as an external link that routes to another website when clicked. External links should always open in a new window.

Created a custom module, 'ccdh' for these types of custom tweaks.
