Edit "Contact phone number” for letter case consistency with the other labels #23

On the ‘creating a new submission’ page under 'Submitter Information', edit text to state “Contact Phone Number” (instead of “Contact phone number”) to match the letter case and be consistent with the other labels.

Tested in production release v1.2.1, verified working as specified.
