specific changes for Tiers tool tips

Part 1: Several older issues address tool-tips for Tiers, especially #246. As they have become obscured with additional comments, below is a description of new hover text we should add for Tiers. Note that this is for all three tiers at once. This should be added to the Tiers column header at the following locations:

• Subject pages, under "Related observations", e.g. https://ctd2-dashboard.nci.nih.gov/dashboard/#gene/h/smarca4
• Search result pages, under heading "Submissions Matching any Search Term", e.g. https://ctd2-dashboard.nci.nih.gov/dashboard/#search/hras
• Search result pages from multiple term searches, under heading "Observations Matching all Search Terms", .e.g. https://ctd2-dashboard.nci.nih.gov/dashboard/#search/dexamethasone%20AKT1
• Center submission pages, e.g. https://ctd2-dashboard.nci.nih.gov/dashboard/#center/broad

Tier 1: Preliminary results of a screening campaign or large-scale computational analysis. Tier 2: Confirmation of primary results in a cancer-relevant in vitro model. Tier 3: Validation of results in a cancer relevant in vivo model.

The text will be pretty long for a hover-text, we will have to see if it looks ok.

Part 2: In addition, on the submission and observations pages, add the relevant tool Tier tool tip (1,2 or 3) for the particular submission or observation: e.g. in https://ctd2-dashboard.nci.nih.gov/dashboard/#submission/20140401-dfci-smarca2-dependency the text at the top of the page is "Submission Tier 2". In this case, "Tier 2" should have a hover text.

Similarly for the Observation pages, e.g. https://ctd2-dashboard.nci.nih.gov/dashboard/#observation/20140401-dfci-smarca2-dependency-0

We will not add any special indication that the tool tip is there...
