Ninefold Master's Breath Expertise feature causes Dragon Breath to become an Arcane power, and allows you to add a proficient arcane implement's enhancement bonus to damage (only, not attack). Breath Expertise does this by adding the Implement keyword incorrectly. Instead, it should be gathering the implement's enhancement bonus and applying it as an enhancement bonus to damage only.
