Shattered Time Attack shows as daily instead of at-will #232

Many powers list their secondary pseudo-power as the same usage as the parent power, which is incorrect. The pseudo-power should be listed with the correct usage.

For Shattered Time specifically, the secondary power is listed as a Daily when it should be an At-Will.
