Order Adept does not allow taking Herbal Healing when Heal is trained #91

Order Adept F5 doesn't allow Herbal Healing to be taken as a Wizard Utility even if the character has Heal trained. Confirmed Herbal Healing is allowed when Heal is trained if it's not being taken via Order Adept.

Might also apply to Arcana and the Arcane Insight power.
