Please pass GLOBALUSERSTATE to the client, and guarantee it's received by sending CAP REQs before PASS when connecting. Example:

@color=;display-name=notventic;emote-sets=0;turbo=0;user-id=76480729;user-type= :tmi.twitch.tv GLOBALUSERSTATE
