APRSsharp CLI can send via TNC #147

APRSsharp CLI should be able to specify a TNC (via TCP is fine for now) and able to send packets. It's even fine for now to send just basic status message, just something simple. We can expand upon it in the future.

Acceptance Criteria:

Add logic to APRSsharp CLI to send packets via TNC
Functional testing, if appropriate...which it may not be. The CLI is not super easy to test.
Manual testing to see a packet transmit!
