Implement Object Packet Type #160

The "object" APRS packet type is not yet implemented in APRS#. This is a task to track that work.

This would likely include two steps (probably as separate PRs, but up to the implementer):

[ ] Implement decode of Object packet type
[ ] Implement encode of Object packet type

Acceptance Criteria

This issue can be closed when:

Object packet type can be successfully decoded
Object packet type can be successfully encoded
Tested against at least APRS-IS packet decodes
Tests added for both encode and decode scenario
Pull Request opened, updates made based on review, and then merged once approved
