Enable Localized Parameter StyleCop Analyzer for UI/Localization Work #18

CA1303:DoNotPassLiteralsAsLocalizedParameters is currently disabled for early development prototyping. Once real UI and localization work begin, this rule should be enabled. It can be enabled by removing the lines disabling it from build\stylecop.ruleset.
