PR to only take in input arguments and check AprsParsers if it is a packet #33

This first PR just gets an input and calls the aprs parsers to check whether the input entered is a packet or not and returns the name of the packet if it is. I have tried with the sample packets implemented in the APRS Parsers

Currently running via the normal "dotnet run" currently looking for a way to run the application by a command like "aprs decode "
