Packet decode does not handle altitude data

Currently, altitude information is not decoded as part of packet decode. This should be corrected according to the APRS spec.

[ ] Altitude data is correctly decoded
[ ] Any test skips or TODOs in the code with this issue are resolved and removed
[ ] Additional test coverage as appropriate
