Hlep message in Project Partners #283

The grey box currently reads: “ Please indicate responsibilities and 
contributions for each partner listed on this section. Partners can be any 
organization that will lead one or more activities for this project. Please 
contact the project owner should you need to add a new partner or remove a 
previously entered partner as this is part of the contractual agreement.” 
After our discussions with Wiebke, David and Osana, I think we need to update 
this box to explain that partners listed here are only ones that get budget 
directly from CIAT. I’m even wondering if we should maybe change the heading 
of the section so it is not confusing. Right now one might expect to find all 
project partners there. I’m not sure what would be a better name, though. 
“Direct budget recipients from CIAT” is too cumbersome!

Tonya helped us to improve the help texts of each of the planning sections.
Then, this issue was already implemented.
