Validate entered Budget in Projects section #293

From Laura Cramer: "I was able to enter in a budget for one activity that is 
higher than what has been entered by the Project Owner for the whole project. 
This is probably really difficult to do, but is there any way of preventing the 
Project Leader from entering activity budgets that total more than the project 
budget? How will they be checked otherwise?"

Actions: We will need to make some validations on this sections in order to 
avoid people put information that is not reliable.

Let's work on this issue not today but during this week.

Changing the priority of this issue to Medium, since other issues with high 
priority came today.

After a discussion between David, Angela and Bruce. It was decided that no 
validation will be made in the near future. Thus, the full budget section will 
be revamped.
