Re-define CCAFS Budget

For the Finance team, the CCAFS Budget contemplates W1+W2+W3+Bilateral.
However, for the Research Team, the CCAFS Budget is only W1+W2. Thus, it would 
be great to make this difference explicit in the Budget sections and include 
both totals.

Please, ask David and Angela for further details.

Let's do the following:
1. Instead of "Total overall budget", write "Total overall budget, including 
leverage funds".
2. Add another total named "Total W1 + W2".
3. Add "Total W1+W2" per year.

The budget section was redefined and released in production last week.
