Link Regional MOGs to Regional Outcomes 2019.

In addition, make the corresponding changes in the code in order to make this 
link automatically next time any RPL define a MOG.

For most of the regional programs the relations were added. 
The functionality to add the relation from the interface was also added (See 
image). 

This issue will remain open until RPL SEA help us to relate some pending MOGs 
to the corresponding midOutcomes.

Done, today we received an email where Tonya confirmed the completion of the 
impact pathway. I checked the platform and everything is ok.

I am going to mark this issue as fixed.
