Add New Project Button in Planning #329

There is not a button to add a new project in Planning section.
So, at the moment people has to go to pre-planning, create the project and 
continue it in the planning, which is tedious.
Thus, the button to add new projects is needed in the planning section as well.

This issue was fixed in r1570.

Only the following profiles can add projects in the planning phase:
- Administrator
- Coordinating unit
- Flagship leader
- Regional program leader
