• [x] Wiebke: where is the 2015 progress towards outcome? it should show up as a read only box on the static page and the editable page, but not allowing that box to be edited
• [x] Wiebke: 2016/16 annual progress needs to be mandatory - and here we expect them to actually edit

• [x] Wiebke: same for gender overall and next 2 years mandatory
• [x] Wiebke: how are we tracking what exactly people are editing on this page? The old version should show up next to it, since we need to be able to review adjustments (not just via justiciation)
