Update Budgets amounts 2015 in P&R

The followin actions need to be done:

[x] Export information into an excel sheet. (project id, project title, ppa partner, w1/w2, gender)
[x] Send it to Julian Rivera.
[x] Julian to revise the budget and make changes
[x] Update P&R values taking into account the Excel provided by Julian.
[x] Freeze 2015 and 2014 sections in P&R.

@carlosmartinezmoreno is currently updating those values. Carlos, please keep this issue updated as much as you can. And close it when you are done.

Please keep in mind we need to have this done by monday!
