Avoid users to have access to unauthorized activities in planning section #58

Avoid users to access those activities led by other centers, TLs or RPLs.
Old activities of previous logframes must not be accessible to edit.

This issue was added in r496.
It was used the Accesible activity interceptor to prevent the access by other 
leaders. Also was added to the interceptor the validation to prevent access old 
activities.
