Can we learn/replicate from this new functionality in CALI Author? "The latest release of CALI Author Web beta-5 is now live. Here’s the changelog: Changed. Lesson Owner can now set another user as Editor. (Gear icon in Manage column of lesson lists.) Changed. Owner and Editor can add other Readers. Added. Reviewer document option (on Lesson’s Revisions tab)"

HotDocs Advanced (new version of HotDocs author + server) has this functionality. Thought it was an interesting way of framing author access. I don't see a use for "ordinary users" user group for our purposes.
"Advance’s user and template management is multi-layered and sophisticated. There are four classes of users, with varying degrees of access to administration of the site and ability to upload templates. Ordinary users have no administrative rights. Users are organized into user groups, which can be assigned access to work groups. Work groups in turn can have access to templates. Users can share work items (which contain the answers from a single interview) with the entire work group or only individual users within the work group."
This issue is for planning and scoping the collaborative authoring component of TIG 20019. Feel free to add/edit this issue with ideas. When the ideas/brainstorms have solidified into distinct tasks, we'll break them off into separate issues.
