use only one pubish button for downloading files #239

the download .zip and download .a2j is somewhat redundant with the current .a2j version being considerably less functional. Should replace with single download answer files button that downloads a .a2j or even .a2j7 file to prevent it from being extracted and to make it easier to upload and reject uploads in the future
