Fix index and jquery #298

fix index to dev version by default, and remove boostrap modal jquery config in package.json also updates minor versions of jquery-ui and jointjs packages to allow jquery to use 3.6.0 as the viewer does

lgtm; I'll be fixing the merge tool linting errors first thing monday (and fix any subsequent failing tests) then we can do any QA deploys after that
